PHMSA Notice of Proposed Rule-Making Waits for Publication

PHMSA (U.S. Department of Transportation – Pipeline and Hazardous Material Safety Administration) has announced a Natural Gas Safety Notice of Proposed Rule-Making. 

The proposed rules would modify the regulation of onshore gas gathering lines, including, but not limited to, repealing the exemption for gas gathering line reporting requirements and repealing the use of API’s Recommended Practice 80, which defines the lines which are regulated under PHMSA.  This continues PHMSA’s attempt to move its regulatory authority further upstream into areas already regulated by the state oil and gas regulatory bodies.

 

Once the NOPR is published in the Federal Register, there will be 60 days to comment.  MOGA will be participating in a workgroup led by IPAA to craft a suitable response.  The full NOPR can be found here:
