These amendments were intended to make it less burdensome for the industry to comply with the New Source Performance Standards. Through the use of the Congressional Review Act, President Biden eliminated the amendments and as of November 2, 2021 has issued a proposal that would expand and strengthen emissions reduction requirements that are currently on the books for new, modified and reconstructed oil and natural gas sources, and would require states to reduce methane emissions from hundreds of thousands of existing sources nationwide for the first time. Attached below are some helpful links pertaining to the proposed rule. MOGA's legal, policy, and technical experts are reviewing the proposed rule and will keep you updated as this continues to develop.</span></div> <div class="paragraph"><ul><li><a href="https://www.epa.gov/system/files/documents/2021-11/2021-oil-and-gas-proposal.-overview-fact-sheet.pdf" target="_blank">Overview of the Proposed Rule (pdf)</a></li><li><a href="https://www.epa.gov/system/files/documents/2021-11/san-8510-ong-climate-review-proposal-frn-2021-11_1.pdf" target="_blank">Proposed Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review (pdf)</a></li><li><a href="https://www.epa.gov/system/files/documents/2021-11/table-of-covered-sources-2012-2021.pdf" target="_blank">Table of Covered Sources, 2012, 2016 and Proposed for 2021 (pdf)</a></li><li><a href="https://www.epa.gov/system/files/documents/2021-11/2021-oil-and-gas-proposals.technical-overview-fact-sheet-11.2.2021.pdf" target="_blank">Technical Overview Fact Sheet (pdf)</a></li><li><a href="https://www.epa.gov/controlling-air-pollution-oil-and-natural-gas-industry/actions-and-notices-about-oil-and-natural#regactions" target="_blank">Click Here for Additional Documents</a></li></ul></div> <div class="paragraph"><strong>EPA To Host Trainings November 16-18, 2021, on EPA&rsquo;s Proposed Rule<br /></strong>A small business stakeholders session will be held12:30-5 p.m. Thursday, November 18th<br />&#8203;To register, visit:&nbsp;<a href="https://www.eventbrite.com/e/us-epa-proposal-to-reduce-pollution-from-the-oil-gas-industry-training-registration-202227436707" target="_blank">https://usepa2021oilandgastraining.eventbrite.com</a><br /><span></span></div> <div class="paragraph"><strong>How to Comment on the EPA's Proposed Rule (Docket ID No. EPA-HQ-OAR-2021-0317), once it is published in the Federal Register.<br />&#8203;</strong>EPA prefers that you submit comments online through the Federal eRulemaking Portal.
